Student Council - Official Documents
Every undergraduate student at VUSC is a member of the Associated Student Body (ASB). Active membership is limited to seven (7) or more units who have paid the ASB fee. Members are represented by the ASB Student Council. This council is made up of the Executive Officers, Presidents, and Student Representatives and is presided over by the ASB President. The Executive Board consists of the President, Vice President, and Treasurer. ASB executive officers, sophomore, junior, senior officers and student representatives are elected during the Spring semester. Freshmen officers are elected at the beginning of the Fall semester. Student Representatives represent students living in the various residence facilities on campus, as well as commuter students.
All students are encouraged and welcome to attend the various ASB Student Council meetings held on Friday mornings at 10 a.m. in the Bridge. The ASB President is the Chief Executive Officer of the Associated Student Body and is a voting member of the President's Council which makes major policy recommendations to the University President.
In addition to representing the needs of the students, the ASB also provides leadership opportunities and coordinates the selection of students to serve on various University committees. The function of the ASB, as stated in the constitution, is as follows:
Constitution [.doc]
"We, the students of Vanguard University of Southern California, wishing to provide a more spiritually, intellectually, and socially enriching environment, as well as provide a medium for an organized student voice that we may change our world for Christ, establish this Constitution."
By-Laws [.doc]
The ASB Constitution and By-laws are the guidebook to the operations of the Student Council. The Constitution states who ASB is and the By-laws state how ASB operates. The Constitution is in place for the benefit and protection of the ASB Student Body as well as the Student Council and Activities Board members.
By accepting a Student Council position, Class and Student Council members are committing themselves to abide by and operate within the guidelines of the ASB Constitution and By-laws. Willful disregard for the Constitution puts ASB members in personal risk of disciplinary action by the Student Council, but can also put ASB as a whole in risk of actions against it by the University as well as damaging the reputation and credibility of the Student Council.
Changes to or amending the Constitution can only be completed by a majority vote of the entire student body and approval of University Administration. Changes to the ASB By-laws can be accomplished by a majority vote of the ASB Student Council. The Director of Leadership Development and Activities acts as the ASB Advisor.
Agendas / Minutes
Agendas are composed for every meeting by the ASB President, Class Presidents, or Committee Chairs; they are available for review upon request. Minutes are taken at every official ASB meeting (i.e. Student Council, Class & Committee Meetings, and any ad hoc meetings). They serve as an official record of what took place during the meetings, and are made available to the student body. Minutes are posted weekly in the windows of the Bridge. All students are encouraged to review the minutes, in order to remain updated on current issues, as well as take advantage of opportunities to participate in official ASB proceedings. Minutes are archived regularly; to review archived pieces, please contact the ASB Vice-President.
- Legislation
Legislations are the proposed or enacted statutes or acts of the ASB Student Council. Pieces of legislation may be proposed by elected officers of the ASB Student Council, and are debated and voted on among Council members. Legislations are archived by semester; to review archived pieces, please contact the Vice-President of Legislation & Finance.
